Kansas City, Missouri – Kansas City’s financial strength is getting another vote of confidence, with one of the nation’s leading credit rating agencies confirming that the city remains on solid ground. The latest assessment points to healthy reserves, steady economic activity and careful spending decisions as reasons for the positive outlook.
For residents, the announcement offers a broader picture of how Kansas City manages public money while continuing to invest in essential services and infrastructure. Even as cities face growing financial demands, Kansas City has maintained a strong credit profile and a stable outlook for the years ahead.
Moody’s Ratings reaffirmed Kansas City’s Aa3 issuer credit rating and Aa2 ratings for its water and sewer revenue bonds, according to a report released on October 14. All ratings carry stable outlooks, reflecting the agency’s confidence in the city’s financial position and its ability to meet financial obligations.
The findings highlight Kansas City’s role as a major regional center for jobs and economic activity. Moody’s expects this strong economic foundation to help support continued revenue growth, providing the city with resources to maintain services and address future needs.
One of the most significant findings involves the money Kansas City has available in reserve.
At the end of fiscal year 2025, the city reported an available fund balance equal to 38% of its governmental fund revenues. Available liquidity stood at 49%, giving Kansas City additional financial flexibility.
These figures were among the factors Moody’s identified when assessing the city’s ability to manage its finances. Strong reserves provide a financial cushion, while available liquidity helps the city meet obligations and respond to changing circumstances without immediately depending on additional borrowing.
The agency also recognized Kansas City’s approach to budgeting. Conservative financial planning, efforts to improve efficiency and attention to long-term financial responsibilities all contributed to the favorable assessment.
City Manager Mario Vasquez credited the city’s professional employees for maintaining that stability.
“Kansas City’s stable financial position is a product of the disciplined management of the professional staff,” said City Manager Mario Vasquez.
“These ratings reinforce our ability to responsibly budget and protect the financial health of our City.”

Kansas City’s water and sewer systems also received positive assessments, maintaining their Aa2 ratings. Moody’s pointed to stable customer bases, financial performance and continued investment in essential infrastructure as important reasons for those ratings.
The separate utility ratings are particularly important because water and sewer services require ongoing maintenance and significant long-term investment. Their strong credit standing reflects the financial condition of systems that residents and businesses depend on every day.
Beyond the utility operations, the overall assessment indicates that Kansas City has maintained financial stability while supporting economic development and managing municipal responsibilities.
Credit ratings help investors evaluate the financial strength of organizations that issue debt. Strong ratings can support a city’s access to financing and influence borrowing costs, making them an important consideration when planning major public improvements.
For Kansas City, the October assessment confirms that its current financial practices continue to receive favorable evaluations from an independent rating agency.
The stable outlooks also suggest that Moody’s does not currently anticipate major changes to the city’s credit standing, assuming the financial conditions supporting those ratings remain in place.
